Here's what I think happens:

Each time a new engineer joins the web spam team, Matt Cutts says "now, your first assignment - go find SEO footprints, so that we can build an algorithm to identify SEO'd sites and take them out!"

Slightly more than 7 million engineers have been hired and fired at Google web-spam since 2012.

7 million engineers? I have only lost out a few times....... this sound more like the use of mustard gas and machine guns on the somme.

Here's what I think happens:

If there is no BHW, Matt Cutts and his team will be fired from the Google. We're the reason why they're employed at Google.

Why wouldn't 'Google' monitor BlackHatWorld? It is a free-to-use public forum full of ideas and ways of manipulating Google's terms and algorithms. I'm not even part of Google and I monitor BHW.
 
You must be new to IM/SEO or something. Of course they will monitor the latest services, half of the people purchasing new types of services are probably just finding the latest methods people are incorporating. You didn't seriously think that a department basically dedicated to defeating spam, wouldn't check one of the biggest sites for those techniques did you?
 
That does not prove Google is watching BHW which you know they are anyway. All this is showing is a bot was set to view a particular thread. That or its a small glitch in the forum just like that member with something like 2 million thanks.

Google don't need bots... Do you really think that some of members here aren't google employees??? BHW is the biggest IM forum!!! They bred animals based on SEO threads here :)
