You can't get an MCM account if you don't have an Adsene approved site -not only an approved Adsene account but an also an Adsense approved site!

You don't need an Adsense account all you need is a website that meets Adsense' quality. Your website would be reviewed by Ezoic then afterwards reviewed by Google Adx. None of these ask for Adsense.

If your site is clean and of good quality, you would get approved. I've done this in the past.

With regards to Google ad manager account. Your site cannot independent get approved unless you have millions of traffic but you can get a sub-account under Ezoic. No where did they require Adsense on my site back when I applied.

You only need an Adsense account to get ad manager account if you're applying directly to Google ad manager, but if you apply through Ezoic, they understand the process. You wouldn't need an Adsense account.
