Promotion

My twitter account is still relatively small (16k), and it's probably too soon for marketing. However I would like to start getting more serious in promoting my account. Would anyone be interested in Rt for Rts with similar sized accounts a few times daily? Also whats the "hoot" and "deck" I've been hearing about? I know it's referring to the popular twitter tools but they have like groups inside of those websites that promote each other. How would I go about joining one of those?
