So far from what you said we only know that the geo is USA abd that the people on the list have to do something with business. That's not enough. You should learn more about how to do list segmentation. Basically, it's same thing as targeting, however, in the email game it's slightly different

Can you tell us bit more, what sort of business? Which vertical is it based on? Female or male traffic etc.

That is a huge list to promote just one product to all of them. You should do some segmentation and separate the leads based on their location (for example, different cities), interests, demographic characteristics, and so on. Once you do this, you can continue searching for affiliate networks that will allow you to do email marketing activities.

I don't know which industry these email leads are in.
I also don't know how hot these leads are.
Please understand that a cold email lead that has been scraped or collected a long time ago will be harder to convert than somebody who just signed up.
Also, there is no one-size-fits-all affiliate network that would do best with all email lists under all circumstances.
You have to be more detailed so the community members can help you with a practical game plan.
