Promoting gambling content on PPC

Hi,

I have just started a Gambling affiliate site which is written to a audience in a country that is not very gambling friendly(to other than the state owned monopoly). That means the big advertisers like Bing, Google etc require a certificate that is impossible to get.

Any advice on how to get around this, or any other networks that may be a bit more lenient on the rules?
