Promoting A New Artist

What is the best way to promote a new music artist? I have a friend and his songs are absolutely fire. How can I go on promoting him without using too much capital?

Capital is the only answer my friend. I hate to say it, but from what I'm experiencing while trying to push my own music, money + image is the key to building a fan base. The music barely matters.

There has to be some other way where artist can be found. Maybe like using Instagram or something?
