Promoting a Hip Hop Artist [Help Needed]

My brother is a rapper, he is in the process of completing his first full-length project and we are looking for advice on our plan to promote him and get him legitimate views/build a fan base.

This project will be released for free online. However we intend to also get physical copies made up to potentially sell during his travels (more on that below), or give out for free, still undecided.

I will post links to some of his work at the end of this post.

Our current time line is:
By End of January: Have the album completed and mastered.
By End of February: Have physical CDs, Merch, Website all completed and ready to launch, also begin filming
By End of March: Complete filming of multiple music video. Have kickstarter campaign up and running to generate some cash for open mic tour (mentioned a couple bullets down)
April: Begin promotion leading up to album release
April 20, 2014: Release Album
April 25, 2014: Begin 5-week long US tour to different open mic events (We have a directory of open mics throughout the US). The goal here is promote the music/website and get heard by as many people as possible. Everything will be documented and VLOGs will be posted every other day.
Mid-May: Return home, with a focus on dominating the local scene now that credibility and experience has been established. Put on local showcases and slowly branch out to neighboring cities. We currently live 10 minutes outside NYC.

BUDGET
We have roughly $4,000 for promotion. This is all the money expected to be left over after paying for album mastering, physical CDs, music videos, website, etc. This also after the tour/travel budget

Some things we plan on trying out which have not been done on a hip hop scale is the following:
Youtube Video Ads for his music
Instagram (The usual getting legit likes)
Maybe Post on WSHH and other music sites
Targeted FB ads (not sure about his one)

Sounds like a good start, let us know how it goes
 
Try WSHH. Maybe you can get a sponsored ad there. It will be expensive but you will reach your target audience without a doubt.
 
Get some fake views on his soundcloud to move him on top of the website to give him more exposure.
 
Do NOT do Facebook ads. Your target demographic isn't on Facebook anymore, and the clickbots will just eat up your money. YouTube, Vine, Twitter, Snapchat and Instagram contain your targets, not Facebook.

You can also save a little money by using CreateSpace for your online CD sales. They do print on demand, so you won't have to purchase as many physical CD's upfront. Then you can use that saved money for additional marketing.

I would focus a full 50% of my marketing budget on YouTube if it was me, with the remaining money spread around other various outlets.
 
I know a lot of rappers who went really far, released cd's, was on the best radio stations, interviews, got a lot of fans and they still don't earn much. Look at Rittz. He makes shows but he's still broke. It will be really hard I can tell you that. Everyone wants to be a rapper now ^^

Others have said it & I'll second them = Soundcloud & Youtube. Those are the 2 biggest social networks for rappers.
