Promoted post low impressions.

So yesterday was first time i decided to run Instagram ads by promoting a post with link to visit website, I used manual audience to target correct group, Instagram stated size of audience was 12 million. Ad has been running for 21 hours and only has 163 impressions is this normal for IG? if they are not liking the post or clicking the click that's one thing because that means I need to switch things up but I can't do anything about IG just not showing it to people.
 
There are two key factors that will impact this: Your daily advertising budget, and your target demographic.

If your daily spending limit/budget is something like like say $5, it is normal to only reach a few hundred people since you are paying for impressions.

Also, the demographic that you are trying to advertise will make a big difference as well. Running an ad to people in the US age 20-40 is going to result in much higher CPM's than if you were running the same ad to people in India.

I did a simple ad on Instagram about 2 years back and I didn’t had a good experience at all. I find it that if you cheat on IG ads your ad will show more, what I found that when an ad post has many comments going on, the ad attract interests much more, so I thought if I’m going to make ad in the future why not order some SMM comments for it, if that is possible. Like let’s say the ad is for great weight loss drink, someone will comment as is this crab free? Then you the owner of the ad answer the comment and then another one will comment: oh this looks promising, how do I buy it? So the comments should be something interesting and the ad owner will answer it, the comments should not say how great this product blah blah because people will not believe these comments, it is better to just ask how do I buy it? Or how many times per day should I take this drink ... which gives the impression for people who are seeing the ad that there are people buying it.
The issue is how do you find someone to buy such comments from them or would IG not like these comments?
For me personally, when I see people commenting a lot on an IG ad I will check it out and may believe that the stuff works, but if the ad has no comments I pass.
 
The ig audience is generally made up of young people, the visuals you use and the daily budget you give are related to the target audience and you can get good returns with small budgets with a solid target audience advertising optimization.

my budget is a little low as i wanted to test it out since its my first time doing Instagram ads maybe i should increase it but the thing is though the promotion is over 24 hours now and didnt even hit my daily budget

If you didn't hit your daily budget, run it again and this time rum a more broad Ad
 
That's very low, you should get few thousands without problems. Play around with your audience maybe you are not targeting it the best way possible, maybe your content is not so visual appealing.
