Promote again button

Just realize that in the bottom right corner of many of my posts there is a button saying "promote again" and is disabled, I cannot click it. I think I've never had this before. I just remember to see the promote button. Why is saying "again" if I never promoted any of my posts?? And why is not able to click on it?? Thanks.
