Project Idea : Local Real Estate website with 500$

Hello i don't know if its the right section but i'm looking to start local real estate, the country i'm living in right now is very small (less than 500k )...
Top keyword in my country is near 60 Difficultes.

Small volume but it's a very small country and not many people know about it yet.
My CPC with google ads don't even go over 0.20$ on every keyword transactional one...

If you was me what would you do to build a "local real estate website" targeting the whole country cause its fucking small.

Any good thread that you read or any experience would be appreciated.
PS : I don't mind trying by my self at 1st but would like to avoid some mistake and money at least in the early days.

I also don't mind at all writing my journey about that project.
