Programmatic way to rank with local SEO?

Hey everyone, how's it going. Recently I found a niche with basically no competition in any city. I want to try doing rank and rent for it, but I'm not going to manually create 2,000+ GMB listings. Is there a way to rank for local searches with programmatic content and just strong linkbuilding? Or should I hire a VA to start manually going through all of them and building out Yelp and other directory listings?
