Is there a program that can create different versions of the same video to upload to YouTube?

Any video editing program, just use different compression settings. I think as long as the file size is a little different youtube will consider it a different video.

The video editor that comes with windows by default or any editor for that matter can do this. Just add additional frames randomly in the beginning or end to vary the length of the video.
