Two questions.. Is there a Twitter Program / addon / site that sends DMS to only users on a specific list? Also, what program / site / add on does everyone use to send auto-replys to new followers?

You can only send a DM to followers anyways so just use one if those pathetic auto responders but buy the full version so it doesn't say that dreaded true twit bullshit. ( that rhymed)

I mean my list... I want to send out a DM to all of the people on just one of my lists. Also, which autoresponder do you recommend?

There is that true twit one or just unfollow is another on and that should have some DM options.
If not buy a bot which will probably be your best bet.
