If you want to check how good a link is , you could use free services like Ahrefs but i'm not aware of any free program that can check links for you. Ultimate Demon does it, but it costs money.

For checking backlinks, I agree with killcrush

http://ahrefs.com is the way to go

But there are free services but this is just the most detailed so this is my go to
