New FB advertising account, if you want it to work well, you should not create a campaign on the old page.
Create 1 new page about entertainment, charity activities, artworks. It will be active after only 5 minutes

You think that problem is in fanpage?
 
2$ for unverified card. Use ur card verify with paypal then link paypal to ur fb ads acc.

Don't be sad, if it's unusua activity you should appeal it, FB will let it work again in 1 day, and remember when it is active don't use it. In the next 1 day, use it, and it's strong more than that
