Maybe your channel doesn't have a high reputation with them, or you're targeting the wrong customer base

Make sure your landing page is attractive and also try testing different strategies when launching campaign, you might need to do retargeting to see which strategy would give you the best results.
 
There are 2 possible reasons: your images and content are attractive enough but you are targeting the wrong audience, leading to people just being curious and not clicking on the link, or maybe you are targeting the right customer group but your content and images are not convincing enough for them to click on the link.
 
Please reset your content, your ads need to speak to the benefits of joining the Telegram group

Change your telegram channel name and avatar to be more attractive, bio channel to impress your audience
