Problems with blackwords

After starting a campaign and seeing that whitewords get traction, I add some blackword and raise the cpc to the maximum for that word so that it gets traction but they never get traction. I stop the whites in case it's a budget problem but it's still the same. The account is not suspended or anything, it simply does not support the blackword even though it has the correct cpc. It happens to me with many campaigns these days. Does it happen to you? Is there shadowbanning? Different geos: Mex, India, Peru, etc...
