The title says it all. Tried Facebook ads, paid forum ad placements, advertising on forum marketplaces. Ran out of ideas and almost ran out of funds. Do you by chance know any affordable way to market my VPS / reseller VPS services?

You can club your hosting services with other services like design, development etc and approach SMB's.
I have used this technique over years and it still works.
Social media is a great resource for that, like on FB contacting business page owners.
A word of caution just pitching your offer directly won't help, you need to learn the art of engaging with businesses.
You can do this yourself or hire a VA this should also cost you less than those ad placements.
And yes you can try our own BHW marketplace.

Hope that helps you!:)

Give people free website/web design and hook them on your hosting (can be $5 web design gig from Fiverr) :p

Webdesign and web hosting are super super competitive niche. Especially hosting / vps. People are looking to save every dollar even every penny while demanding excellent and ridiculous services like crypto mining.
People say this. Theres a website build every second.
Remember its a low barrier to entry field. Whenever there is low barrier to entry there is cut throat competition no matter what people say.

Web Hosting is a very competitive field. You can try opening a BST thread here.

Write/re-hash an informative guide around anything, which requires the service you want to sell. The service itself doesn't have to be in the focus. Insert your links casually in it, spread the guide whereever you can (forums, social media sites etc.). Make sure, it's actually a good guide and not a sales pitch. Costs nothing but your time.

For instance one example i did back then, i wrote a CPA approval guide. Most of the time you'll need a website and hosting, if you want to work with CPA networks, so i inserted my hosting affiliate url and obviously CPA referral links too. I was selling this on forums, Fiverr or even giving it away for free. So i made money with the guide itself and through the affiliate/referral urls.

As @Magmaspace said web hosting is very competitive field.

Normal people go for shared webhosting. A fraction of people go for vps. These people are tech savvy and their demand is really high.

So VPS hosting is even more competitive.

Why tech savvy people chose your VPS against DO, vultr, linode and hundreds of such other providers.

A few ideas which might help you:

  • Cold emailing small businesses or approach local businesses from your area.
  • Go at events, have business cards on you, network with people.
  • Scrape Google Maps for emails and send emails to businesses.
  • Build up your site for your specific area, or maybe build/create a new page for "VPS in YOUR LOCATION".
  • Participate in forums, add value, show you care.
I would highly recommend, you to find a partner:
  • SEO
  • Web developer
  • Web designer
  • etc.

Bundle up with their services - in which hosting is a part of the package. Get in touch with a bunch of web designers/graphic designers, web developers, SEO agencies - try to partner up with them.
