Problem with Ranking after site was hacked

In 2019, the client's site was hacked and Google removed it from the index.
Currently the site has been made new, with a new server.
It has no crawling and indexing problems (basically all pages are indexed, about 100) but none of it ranks anywhere, even the brand name struggles to appear on the first page.
I've been working on it for over a year, the site has been technically optimized and the content has been created as well, for each page.

What I thought was that the domain was left on some Google blacklist.
Is there any way to get out of this situation? Or is it better to change the domain?

Well, it's penalized, you've done what could be done to get it out of the penalty,
If the domain have a good value, let it be hosted for 1-2 years, probably it would bounce back after one of the updates,
Other than that, it would be a good idea to start working on a new website for the meanwhile

It’s possible the domain still has a bad reputation with Google after the hack. First, check Google Search Console for any manual actions or security issues. If there are problems, request a review.

If nothing shows up, keep building quality content and backlinks to improve rankings. Only consider changing the domain if it’s really damaged and not recovering.

I've been like this before with one of my site, but my case was not hacked, it got penalized for some reasons (i suspect it bcause of backlinks spam)

so what i did for 6 months, is keep trying 301 redirect the site to different domain with different extension and change server twice

and i just got luck i guess, after 3 months the traffic recover and slowly regain my ranks
