Problem with payment method for facebook ads

Hi, I have though to use a paypal's account verified with a vcc of neteller, but when I put the paypal's account in Facebook Ads, Paypal limit the account for "an unnusual activity in my credit account".
I have try the vcc of neteller in Facebook ads too. For do this, I put the same billing address in neteller and in the Facebook's ads manager, and I can put the vcc correctly, but when I lauch the campaign, Facebook stopped my payment account.

I don't know what can I do it, for create the accounts, I'm using hidemyass.

Watch out guys! am still awaiting delivery of my Bing account since 4th which is when I placed the order!
