I got that, but what tips are you exactly looking for? You know only the username, no email, no password. What else do you know? The location (ip address) used to create/access the account? I guess that's a long shotLooking for somebody with tips to contact Twitter in this situation
I only see a chance, if the account violates the Twitter TOS in any way, like copyright/trademark infringement. In that case you can report it yourself and there's a chance that they will suspend it, otherwise i don't really see them deactivating the account.

I don't think this is possible since you don't have the password and email address. I am sure even Twitter support can't help you. If there's a tool that can do this, then everyone can open an account then.
