Problem with fake ebay accounts

Today I wanted to create a fake eBay account and was confronted with the problem, that they send out a letter with an activationkey you need, so what can one possibly do to get a fake account anyways?
If you have any ideas on that it would be nice if you shared those

Here is the gist on what to do when they want to send ya the letter, first go into the account and put in a friends , family or someone you trusts address so that they get the letter, or you can go to mail boxes etc or another place that lets you recieve mail, when you fill out the application where it says what people will be getting mail put down the name on the account. problem solved.

I'm having a NIGHTMARE with EBAY.. I've lost one account for BS and i had to make another one... anyway that one just got closed so I really need help and tips on what to do....

Make a new account on a VPS (Virtual Private Server), one with a dedicated IP. Verify it and everything with a VCC and a new bank account. For PayPal's phone verification get a prepaid phone (TracPhone works). For the eBay account sign up using the same details verify with a google voice number. Same process as making your own, just use different details. I just gave you the rundown, of course there is more to making a stealth account than that though.
