Problem with Facebook Fan Page

Ive started another Facebook fan page today; and ive created a FBML tab to welcome new fans to join the page etc; but the setting to change which tab shows up first is missing!!!

Is this a new facebook policy or is there something wrong with my bloomin account??

Help appreciated.

Well Facebook again. Facebook removes yet another feature again which it once promised not to remove.
