This issue sounds familiar from a few years back, it happened on iOS, although it's a slightly different error message, you can still try the troubleshooting tips mentioned here:

I'm assuming this is a fresh proxy on a device with a cleared cache?

Hence i said, it's a slightly different error message, but not entirely different and if you would have been bothered to read what's written on those two pages, you could find out, that it talks about account creation problems too.
"If you get this error when trying to create an account or sign into your account..."
So the reason can be the same, it's just that ig changed the actual error message since then, this error surfaced first in 2012 on the iPhone 4S.
But it also can be that they're onto you somehow, so it's just their anti spam mechanism to make it impossible for you to register without actually telling you the real reason.

What happens if you guys got this error when the username was available and then when you try again, it now says username taken? Is it no longer available for good?
I have the same issue, bought new proxies yesterday and keep getting this error on Instagram. Is this related to the proxies or something else? I have been using UK proxies so far with no issue, now i bought some Swedish and Swiss proxies and keep getting this error. Any suggestion?

I'm facing the same problem (PC Web Browser), Is this a proxy problem?. Its weird because a month ago I use anothe proxy (same provider) and works

Absolutely because of the IP used. You can't tell from the error message they display but if you monitor the traffic with a web debugging proxy (like Fiddler) you can see the real reason.
Here's me attempting it from proxies purchased yesterday. See attachment. If you can't, the actual message the Instagram API returns to their website is: "The IP address you are using has been flagged as an open proxy. If you believe this to be incorrect, please visit http:xxhelp.instagram.com/".
Hope this helps some people. I will be contacting my proxy provider.

Its definitely NOT the proxies i have tried opening account from my home ip which changes whenever i want (dynamic ip) but even thoiugh the ip was different instagram wouldnt let me i tried using my proxies which were new they didnt work as well then i went to my friends house tried his ip(done this twice in two diff houses) still didnt work. Instagram somehow flags the device you are using that can be the only answer .
