Please check your account balance. If you have sufficient funds, you can call your bank to check your card. Make sure it's enabled for international payments so you can add it as a payment method.

I would check for Marketplace restrictions, account quality warnings, or any pending verification requests. Sometimes newer or lower-trust accounts have trouble completing payment verification even with valid cards.

The balance is not a problem.. the credit card is working, because is from a real bank account.. not virtual...
I think the problem is from the account, do not accept boosting on listings... is an old account and used, I really do not understand, I wrote to support but no reply

Your account has been shadow banned that's why you're having these problems.
Yeah I believe it's a proxy problem. Change proxies and try again.

I think you should try changing your payment card to see if that resolves the issue.

There are one of two possibilities:
1. Your card payment method is having problems --> Solution: Try a different card.
2. Your ad account's payment method is blocked --> Solution: Use some tools or code to add it to the ad account.
I believe the problem stems largely from the second cause.

- Change your bank card: Try a card from a completely different bank (Visa/Mastercard). Make sure international/online payments are turned on and there's a bit of money in it for Facebook's temporary verification charge.
- Switch your Facebook account (VIA): Since the "Publish" button is freezing and blocking you, the account itself might have a temporary payment restriction. Log into a different, trusted FB account to create the listing and add the payment.
: Clear your browser cache or use an Incognito tab before trying with the new account/card so Facebook doesn't link the old error. Good luck!

Thanks everyone for your replies, but after all, I have the same problem.. I use ADS POWER for the account, I changed the credit card, same with verification with SMS and also verification on code on online banking ( is a new verification on FB I think, is a code inside the transaction and you can see only in the online bank acc ), I did this and the same... I also tried to add funds in facebook and to pay, but this option is not working... I really do not understand, I also tried to contact support FB and no reply...
If someone is here who can help me, I can pay some $ to solve the issue...

I change the credit card and same... regarding creating a new account, I think they block it faster
