Problem opening Page from new account

I have a problem opening a Page from a new account. Get a message:

"We recently noticed suspicious activity from your account, and we want to make sure that your account is secure.
To get back into your account, we'll walk you through a few steps. This helps keep Facebook safe for everyone."

and then Mobile phone number or ID check.
Have this problem last 7 days, not before. Anyone know how to solve this?

Yeah, provide a number or ID.

Well even if I provide number or ID, Page become unvisible for others, so it is not a solution...

Give the account some activity before making the page and it will work fine

Also, if you make a page and get the provide phone # page and do it, the page will not be accessible by anyone else. However, once you phone verify you can make a new page on that account and it will work fine

In my case, even when I verify account by phone number, it is not possible to open new page accessible to others. When I try to open new page after phone verification I receive message above with an ID verification.
