Private vs Public Instagram Accounts

Hi guys, I was wondering if you think an account would get more follow backs when being private or public. Lets say for example it isn't a personal account lets say it's a luxury account.

Public account will be getting more follow backs and people are hesitant following private accounts and also they can't wait for it to be approved when they came to your account looking for something.
