Private VCC providers, how can they do?

Hi. I see some VCC providers here that look questionable, for example https://cardvcc.com/

It's a UK LTD company operated from a guy resident in Bangladesh with 1GBP as asset, opened in 2024.

I try to validate VCC cards if they can be added to Apple/Google Play, if they have 3d Secure..

I got in touch with support, he told me all the above is correct and all his cards can. They/he work with mainly US banks.

Now my question is, how can they offer these VCC that pass all the checks, and still be scams?

Would online services such as Amazon ban my accounts? (I think so, but support says no)

They make Vcc for buy and use for payments.

How would they do them..do they need to get in touch with the banks, or is there a service that does it, or is it all NOT legit and they do it with other black methods?
