private proxies for Google +1 public IP vs network IP

    i got a couple google safe private proxies from fiverr and they work well with scrapebox but i have a question about google +1s. I got really screwed a long time ago by a fiverr gig for +1s and I was sandboxed for MONTHS! I don't want to go through that again with my new site.

    I have a mac and setup my network to use my private proxy and when i search for my public IP I get the proxy IP?nice! But when I go to a site like whatsmyip.org I am still seeing my network IP (ISP IP). I also have a dynamic IP (using my school's network) but I dont know how often it changes. So here is my question, does Google check for public IP when it comes to +1s or are they monitoring your network IP? I tried going to my google webmaster tools and I don't see an option to view the IPs of the people +1ing my site. Also, is it safe to use dynamic IPs to +1 my site or should I stick to private proxies?
