Hi,
I own some high pr blog network and I build them on general category. I published new post with link and want to know is it good to build links on inner pages with niche keyword or it give footprint to google?

If you mean linking to a site from pages, that you also link to in posts, then I would say avoid this. The more times you link to a site, the less value it is given (supposedly) and the more obvious it is that the site is gaining benefit/affiliated with said site.
If you would prefer a more permenant link rather than a post that will eventually fall off the page, think of switching your site to a page/silod structure.

Yes its ok to build links out from internal pages
but unless the page has some juice
they wont have much value

basically I mean if I have PBN on general niche and I post weight loss (Phen375) article containing link to my money site. Do I need to build links on inner pages with Phen375 keywords. Or I have to leave it as it is

Don't use keywords more than 30% of the time
once you do internal linking on your money site
the juice will flow in all directions
