Do you want someone to build a PBN for you or just to buy links from a provider using a PBN for the links they sell?
And both can be found from the BHW marketplace and there are plenty of reviews out there for all of the sales threads/services. If you want someone to build you a PBN, I recommend Big Buddy, because that is one person I trust to deliver a high quality PBN without messing anything up and costing me unnecessary time and money to fix it.

Of course they are effective, links from an established PBN with high PR are much "stronger" than comment backlinks for example, the effectiveness though depends on each site and on the difficulty of ranking for your keywords.

Getting high PR links will be highly effective and they are still working in SEO. There are many service special in this and you can find them in marketplace.

Yes, its effective if you generate link form good Domain, means domain have good metrics (like PR, DA , PA, Trust flow, Citation flow), and most important things that domain does not have any spam backlinks.

Not really worth it, due to the following reasons
- you need enuff Domaining expererience
- it isnt cost effective to make PBN for 1-2 sites
Examle if u buy 10 domains for $30 each from godaddy auctions, and 10 hosts at $5 per month, thats $300 + $50/month recurring.. for 10 links + content costs + time to set up, where as sellers are selling posts for like $10/post, which will be $100 for 10 links.. with No set up time, no effort
so not worth setting up own pbn, unless u got like 4-5 sites in same niche ..
