Google's algorithm is at least good at not letting negative SEO effect someone's website... Most of the time.

The real question is if the site od OP has quality or not. Authoritative and strong sites are really difficult to neg-seo and the OP need to answer to this question: is your site strong?

I dont think you should be worried about neg seo at this stage, but if he does it to you then nothing prevents you from retaliating.

How can you know whether your site is strong or not?
Can you measure it by knowing that you have some high PR links, EDU links and other authority links?

Yes, you can measure that you site is strong or not. You should deepen authority site concept.
In any case have strong backlink profile it's really useful to be immune to almost all neg-seo attacks.
If your contents are good, if there are important social signals, if good backlinks continue to increase you not have to be afraid.
(all these are the characteristics of a strong site)

Exactly, people think this is negative SEO. This is just some scrub that is trying to do negative SEO and doesn't have a clue.
That's not Neg SEO.

Someone can cause you more damage by putting negative comments on Pissedconsumer for example because it is an authority site and a strong pagerank. All they have to do is say you

I am going to make a suggestion that you can build a wall around your website so-to-speak with Web 2.0 properties. Try to position those properties on the first page of the SERPs along with your website. Use both dflw and nfw for this purpose.
Learn more about SEO and learn from other like the BHW members here who are offering you some very good advice.
The upside to all of this is that you have an interest in what you are doing and you can learn so much just by asking others.
