Preserve links when rebuilding PBN websites?

Hello I have a quick question. When rebuilding a website meant for PBN purposes and restoring the website's contents from archives. Do I keep the links that are inside the contents? Eg anchor-tags and others, or is that a waste of linkjuice? If it's a waste, how many of the links should I keep? How is this generally done to be done right?
