I've been watching a pre-release domain with valid backlinks and PR, which was recently deindexed from google within 10 days of expiring. My question is, if I place a new website up, will this be reindexed? Or would I need to submit it for reconsideration? Also, after its back in the index, will the site still retain its seo value ( i.e. authority)?

it should be reindexed without any issues, just build your site and add it to Google Webmaster Tools
