May i Know Which Number you using to Verifiy google Account ?
May i Know You using VPN or Proxy
May i Know You using RDP or VPS
May i Know Have you changed Your actually Timezone while Using Proxy or VPN
Answer so according i can Provide some Info and Hopefully we can fix your this issue
I tried different numbers from smspva, smscodes & usanums.
I tried 911, smart proxy residential ips & some data center ips from rsocks, blazing & highproxies.
Tried AWS rdp, Multilogin & vmlogin.
Timezone is same as ip address location.
What type of device and connection are you using? Can you write your device and connection information? VDS (Azure, Amazon), Proxy (Dedicated, Residental), Normal pc normal connection, etc. Surely the system is catching it from somewhere or it has blacklisted the bin codes of the cards you use.
I tried different type or proxies residential or data center, use multilogin & Aws/Azure but nothing works.
I tried many different type of bins but facing same issue, some of them are working others not.
I add one card directly to Google Ads & its attached as billing method (no error) but when i try same card via paypal its shows pre-approved payments. So i guess there's some missing part between Paypal & google. because paypal accept that card in account & google also allow that card directly but you can't connect it via paypal. (Google+Paypal)

Different payment methods from time to time, will be dancing their own tunes, hence as per those dances, you need to try other payment methods as well, in GAds. I hope you get the point, as I have explained it very clearly.
Thanks for your suggestion, i just apply for dance classes.
