PR3 with 7 backlinks PR0 ????

I was looking for backlinks to my site, and I saw a site that a friend of mine (PR3) were linking to mine, I did a quick search on his site and saw that the site was really PR3.
But the site only has 7 backlikns and all of thises backlinks came from pages that have PR0.
How can this be?

May be 301. thay redirect some good site to this. I guess

could be...
but who would do something like that , the owner of the domain had no idea that the site had PR3.
