Not sure if this will work, or if it is possible?

If you were to buy a page rank 3 domain for example, and just offer to add a backlink using fiverr?

Certainly not the first person doing this, quite a few people are, if you can get the domain cheaply and you drive enough traffic to your gig you can make a nice bit of dollar. I'm sure i've seen some sellers with around 4 domains and 500+ feedback.

Would it be as simple as redirecting that domain to say a weebly website and just add the backlinks on the homepage?

PR 3 is not much. Try to get at least PR4.
