PR0 site scores high in the serps, how?

I am researching how PR scores with the SERPS. Entered a search string "car loans", in Google and 26 million results.
The result in PR score.
Nr 1 - PR6
Nr 2 - PR5
Nr 3 - PR5
Nr 4 - Newsgroup page
Nr 5 - PR8
Nr 6 - PR0 - talkingcarloans.c*m?

With zero page rank in the first 10 results with Google with 3 colom seo wordpress template, lot's posts and keyword count "car loans" about 100 or so on the first page. And penalized by Google with PR0 and high in the serps!. MFA all over it. The owner of the site has another 32 Adsense sites.
Weird.

Well PR: 0 I: 129 L: 1,512 LD: 1,547 I: 1250 Alexa Rank: 1308169.
Lot's of links with Yahoo and MSN, Domain age 14 months.

Apparently forums signatures hold plenty of weight in related niches. You have to understand that PR in the end only makes your on page seo a bit stronger.

With constant updated content and a very broad range of links and targeted anchor text its easy to see how this guy ranks. though im surprised he has ranked that fast. Im going to put a lot more weight on keeping my content updated.

He has loads of good backlinks. Somebody preety good made it Thats how it is.
I also have top10 with PR0 at some hardcore phrases. Sometimes seo elite shows my page as authority lol.

Check out "buy viagra" people are able to get to the top of google using some sort of exploit. Hardly any if any backlinks no PR etc.
