PR Submission Queries

For the press release submission services sold in this forum, are those meant for tier 1 or 2?

I intend to use it for a legit website but I'm afraid of the penalties that follows. If there is even a slightest chance that it will cause a downfall, i won't be using it.

Please send me your honest comments if you have been a user who have purchase it before! If you are seller, kindly refrain from commenting cause there is biases involved. (Unless you are telling me not to buy)

I haven't used the PR services in this forum, however, I have done press releases using PRweb and I used them as Tier 1 links without any issues. I know it's not quite what you asked but hopefully provides some idea in your organization and perhaps another resource you can reference.
