I have 3 old sites that I'm 301 redirecting to a brand new site to transfer the PR juice.

    Pagerank of sites:
    Site 1 - PR 2
    Site 2 - PR 2
    Site 3 - PR 1

New site has PR 0 currently.

What do you estimate the transfered Pagerank to be on the new site?

Also, how long does it take to transfer Pagerank?

    Will I get penalized?

The estimated PR may be 1 and I don't think google will penalize your site.

PR 1, maybe a 2. I would still build links to the old sites, along with the new site. If you build good links to the new site, probably a PR 2. This has been said a bunch, but PR is not extremely important anymore.

If PR is not so important then what is the most important for a new site, visitor or content.

Only SERP results? Nothing more? I am sure that for a new site no. of visits per day is very important factor.
