According to google webmaster tools i have 1800 backlinks and my site is still PR 0.How is this possible? (I'm kind of new to SEO, sorry if this looks like a dumb question)

Usually 1800 low quality backlinks will bring you to at least PR1. So, there are 2 options:

    1. They are not low quality but the lowest of the low (all forum profiles for example) so GWT shows it but G doesn't really count them from PR

    2. More likely - you got the backlinks lately and G didn't consider them in the latest PR update.

A SB blast with 1800 BL will not do anything for your PR. But one high PR link on a page with low OBL will move your PR on the next update.
