Landing page has a lot to do with it. As you know you are paying per view. So once a user connects to your website, they may not be attracted to the offer.
I may be able to help you with better PPC traffic and conversions.

That's crazy, are you sure you're promoting the right offer? If you're using an LP is the LP working? Are you on a VPS or a dedicated server ( loading times make an enourmous difference )? Is your targeting correct? Don't spend that much money on an email/zip submit, in fact, don't do email/zip submits on PPV at all. Before burning any further I suggest reading around or registering at one of the famous paid affiliate forums.

Many email submits convert on confirmation, not submit. If you're using LI or DCPV, confirmation rates tend to be dismal, like 10-20%. You also need to make sure you're using a PPV-ok email submit offer - some, maybe many, scrub any toolbar user agent leads up front.

Instead of direct linking, try this...

    1. Set your LP capture leads to build your email list.

    2. Set autoresponder to give free useful content to your niche and work in your offers in them.

That's weird, I believe you either run extremely NOT targeted traffic or either the offer sucks. Everyone used to promote the free ipad bullshit, change the offer and targets.

First as the guys above are saying you need a lander that is optimized for your offer. When you directly link, which I have made that mistake the person who usually clicks it things its some type of spam instead of them filling something out they hit the X. Now, if you have good or so so domain name, lander, use free tools like prosper202 and abtests you will see much better results. Lastly, go to compete, check the offer site, then see the traffic, more males then females, average salary .etc, and even use Alexa to see the clickstream. The reason to go through all of this is if your going to be spending a lot of money on your ppv campaign you might as well be well equipped.

Edit I see that you had a lander, so now you need to change offers, plain and simple and try some of the tips stated above.

that ipad stuff on PPV is saturated, unless you got some kind of god-made lander. If you really want to test the limits, then the simple answer is go make your own email submit, with an offer wall / co-reg path and see 500% better ROI!

Revaluate your landing page offer and traffic sources.
A bad landing page and good traffic: No use
    Bad offer: No use
    Non targeted traffic: Your luck

So try and find the fault and improve upon it.

Change network, those must be clicks from robots.
