I can't find this specifically written on the PPI sites I've looked at. Should I just assume it to be only one install per IP? What if that user uninstalls it, will you get paid for getting them to reinstall?

An occasional double would be acceptable every now and then, but make sure you only have them install 1 thing at a time.
