I know ExoClick runs ads on thepiratebay, which is the biggest pirate site (I think). So if it runs ads on TPB then it probably has ads on others as well.

As mentioned above - Exoclick runs on a few "pirate sites"

Another thing you can do is go to the websites you wish to buy ads on, hover over the ads you see running there and look at the url displayed - This should lead you to the ad network that you can then go buy traffic from

Why go through a PPC network ? If you are looking to advertise on pirate sites, why not contact them directly ? And use the same model, will be at least 20-30% cheaper if you cut off the networks.
