PPC Network Accepting Debit Card (VBV)

I live in India and do not have a credit card at present. I seriously need to try out IM with PPC. However, the problem is that most networks demand CC.

I have been banned from Adwords and AdCenter. Therefore, apart from that any suggestion for PPC accepting debit cards would be great.
