Interesting thread here. I'm a newb to this forum, but not marketing. I have $15M of paid search management under my belt.
1. VCC's handle all new Bing Ads / MS account creation with unique IPs, use different phones for the SMS vericiation of each accounts.
2. Load prepaid CC's into each of the Bing Ads accounts, because you're going to actually have to spend real money in order to have Bing credit your account with the coupon offer. They don't just give away "free" money.
3. Name each account something totally different and fill out as much information with "real" information. Make sure this step is done with different and all unique IP addresses. You can get creative and pull census data and use real names and real addresses to businesses.
4. You can create all unique campaigns by utilizing geotargeting, with zero overlap. So, keep you campaigns targeted to specific DMA dones, states, or regions. Don't let any of the campaigns overlap.
5. Utilize dynamic keyword parameters / variables within each ad copy's text. Focus the variables on the geo-modifiers within each region / DMA / state etc. Make sure and use a placeholder text in case the geo-modifiers go past the text character limits. This process makes all the ads unique ane helps your cause.

6. Segment your keywords so you don't have keyword overlap between campaigns. You can cast the same amount keyword of coverage as long as you segment the keywords and location targeting correctly.
7. Domain / landing page options: create a sub-domain dedicated for all accounts. Only use that sub-domain for it's dedicated account.
8. Since you have unique accounts / domains / billing information / campaigns / dynamic ad copy / keywords / geo-targeting / landing pages with no overlap, the next step is conversion tracking. Since you have all unique acocunts and sub-domains, setup unqiue UET conversion tracking within Bing Ads and implement them on your landing pages. Make sure and use good fiilename naming conventions so you don't accidentally mix and match tags.
Setup a Google Sheet and keep organized, there's a ton of moving parts. Also, I recommend creating Excel bulksheets for your campaigns builts and then uploading them bia Bing Ads Editor. This will allow you to QA everything so there is no overlap.
This all sounds like a a lot of work, and it is, but it's the length you have to go in order to trick th system. Good luck!
