ppc + amazon affiliate review site (not direct to the amazon site) is it against amazon tos

If you link it to your site there won't be any problem so long as it's not affiliate link. Just ensure you have your site setup to collect emails of visitors and create automated follow up messages. These way a good number of your visitors will be reachable anytime.
