posting website urls

whats the requirement to post website urls? (it says you have to wait some period of time,itll be lesser amounts of time if you donate to the website) *just wondering why it does'nt say how long,since it says the requirement of posts needed to private message someones 15,why it dont say the requirement of time waited to post website urls? (if sasha black looks at this,saying you need to read the forum rules,i went to the forum rules you linked to and read them,but still dont know what to do at the forum rules to make it possible to link to website,overall reading the forum rules didnt help to make it possible to link to websites,but ill still try to abide by those forum rules while linking to website,sure why not?
