I am trying to learn how to edit videos and add in music that syncs up with the videos and posting it on IG.

Anyone have tips / advice / suggestions on helpful software?

use adobe premier to editing video , if you need advanced effect use adobe after effects.

sony vegas, after effect, premier pro. you can learn tips, tutorial from youtube, video copilot.

The thread title says GIFs and videos.

For videos it would be best to use a video editing software. Many good suggestions have been made already.

But for animated GIFs, photoshop would be better. Try learning to make animated infographics. It is becoming really popular.
