Post Penguin and your suggestions?

Over 10 site i own, 1 site went down a bit.

For a 90K keywords i went from 3 to 25 and similar drop from 9 to 16/20.

My question is do you think this is recoverable ?

From now i am going to build with low velocity raw url / generic keyword to penalized page from good quality web 2.0, and to non penalized page (new pages posted on my site).

What do you think of this strategy and do you think a drop from page 1 to 3 is possible to recover within a reasonable time frame ?

Firstly I would't retaliate to the update, especially with web 2.0 links. There is no point fighting a spam fighting algo update with more spam.
Let the dust settle first and wait at least until the end of the week. Keep going with your sites that are still standing and let the update finish.
